Summary :
The implementation scope of the principles of total quality management in school administration in the Kingdom of Bahrain

This research aimed at determining the implementation requirements of total quality management (TQM) in primary school administration It also intended to outline the available and non-available requirements in order to put into practice the total quality management in primary school administration in Bahrain. In brief, this study tried to answer the following main question:
To what extent is TQM implemented in primary school administration in the Kingdom of Bahrain?

1- What are the non-available implementation requirements of TQM in primary school administration?
In this research the implementation requirements of TQM in primary school administration have already been outlined with regard to the principles of TQM.
The researcher here has devised a questionnaire containing 44 expressions. They confine the implementation requirements of TQM in primary school administration to the following headlines:
- The contribution of school policies to the needs of the beneficients.
- The continuous improvement of quality by focusing on the provision of school services.
- Foreseeing errors to prevent them.
-Taking decisions on the basis of facts and evidence.
-Implementing group work concepts.
-Enhancing teachers position at school.
There are (115) primary school in Bahrain. (25) Of them have been chosen at random, representing all Bahrain regions. The survey analysis has led to the following results:
The implementation requirements of TQM in primary school administration have been determined.
There has been a consensus among both headmasters and teachers on the failure of school policies to provide school services to those in need for.
Teachers think that the implementation requirement of group work concepts has failed.
Many questions, therefore, are raised about the reasons that made those benefited from the school service fail to implement the group work concepts.
The restricted cultural spread of total quality within primary school was an important result which may raise one's eyebrows about primary school capability to provide services of good quality.
In this study many recommendations were made:
TQM in primary school administration should provide good school services that suit the available resources and the ongoing requirements.
There should be also an effective system that can evaluate the level of school services provided by primary schools and check its compatibility with the needs and expectations of those concerned.
