Abstract :
This research aimed at determining the implementation requirements of total quality management (TQM) in secondary stage in the Kingdom of Bahrain. It tried to answer the following questions:
1- What are the implementation requirements of TQM in secondary school administration?
2- What are the available and non available implementation requirements of TQM in secondary school administration in the Kingdom of Bahrain from the point of view of the teachers and the specialists?
3- How far are the implementation requirements apply of the total quality in the sport programme administration in the secondary stage in the Kingdom of Bahrain from the point of view of the specialists and the teachers?
In this research the implementation requirements of TQM in school sport administration secondary school administration have been outlined with regard to the principles, concepts and programmes of the TQM.
The researcher has renewed 10 basic requirements and 30 secondary requirements. The researcher used the descriptive method in the style of analysis, where he designed a questionnaire includes 10 basic requirements and consists of 4 directions contain 100 statements determine the implementation and the availability of total quality management in school sport administration in the secondary stage.
The community of the study consists of the physical education administration, all the secondary school (30 schools), the research specimen includes 95 persons (10 specialists + 85 teachers) of physical education.
The analysis of the information gives many results as following:
1- All the specialists and the teacher agree about 4 basic requirements; they are the precaution from the mistakes before occurred, the interest of teacher prestige in the school, the implementation of the group work and the team spirit... putting measurements for the sport programmes without finding two requirements: concentration of the continuous improvement to the sport programmes introduced and depending on the information and statistical methods. They disagree on changing the 4 requirement.
2- The specialists confirm on the implementation of the total quality management in the physical education administration whereas the teacher confirm that they should apply them. They agree that the school administration in the secondary school doesn't apply TQM.
This result doubts the ability of the secondary school to achieve the quality school service as required by the consumers.
1- The lack of funds and capabilities and the lack of time are the major handicaps in the implementation of the TQM in the school sport administration.
2- The researcher relates the persons different points of view in the specimen for the requirements of total quality to the lack of the total quality culture understanding inside the research community.
So, the researcher recommends that the ministry of education should rapid to adopt the philosophy of the implementation of TQM. The ministry should organize special sessions to spread the culture of total quality among the teacher who use it. The researcher also recommends that they should reshape, reconstruct the school sport programmes; such ad the lessons, illustrated activities available and the users needs. He assures that they should confirm the available requirements and supply the non-available requirements, the school tools. They should adopt the requirements of the total quality management and make them available to offer distinguished school service that copes with the objectives of the human development inside the society.
