وأوصت الدراسة بأهمية دمج المجالس البلدية في مجلس بلدي لتكون التغطية الصحفية أكثر كثافة وتركيزاً، مع ضرورة تخصيص مندوبين صحفيين لتغطية جميع قضايا المجالس البلدية. كما أوصت بأن تربط المؤسسات والهيئات والمجالس البلدية موادها الصحفية بالمشروع الإصلاحي، مع تدريب أعضاء المجالس البلدية على شرح مكونات المشروع الإصلاحي وربط تصريحاتهم به. وأوصت الدراسة بإنشاء معهد متخصص في الشئون البلدية لتدريب كوادر وأعضاء المجالس البلدية، باعتبارها مجالس محلية، والعمل على تأصيل الديمقراطية في أداء الأعضاء، مع القيام بدراسات
